  14. <p>   One cannot save the environment without profoundly changing
  15. basic human activities: the way people govern themselves; the
  16. way governments cooperate; the way people do business; the ways
  17. in which energy and food are produced; and the rates at which
  18. our species reproduces.
  19. </p>
  20. <p>   Many aspects of human progress are ecologically and
  21. economically unsustainable. So the United Nations World
  22. commission of Environment and Development, which I chaired,
  23. called for "suitable development"--progress that meets the
  24. needs of the present while not compromising the ability of
  25. future generations to meet their needs. Prerequisites include
  26. diversity and freedom of information, as people cannot change
  27. without being involved in making decisions about these changes.
  28. </p>
  29. <p>   Unless it is accepted that international burden-sharing is
  30. essential for a real global consensus, and unless more
  31. countries accept that such burden-sharing is in their own best
  32. interests, the chances for a successful summit in Rio de Janeiro
  33. diminish.
  34. </p>
  35. <p>   Still, Rio will be an important notch on the learning curve
  36. of the human species, a curve that will bring sustainable
  37. development to the top of the electoral agenda.
