The Environment: Sharing the Burden

<p> One cannot save the environment without profoundly changing
basic human activities: the way people govern themselves; the
way governments cooperate; the way people do business; the ways
in which energy and food are produced; and the rates at which
our species reproduces.
</p>
<p> Many aspects of human progress are ecologically and
economically unsustainable. So the United Nations World
commission of Environment and Development, which I chaired,
called for "suitable development"--progress that meets the
needs of the present while not compromising the ability of
future generations to meet their needs. Prerequisites include
diversity and freedom of information, as people cannot change
without being involved in making decisions about these changes.
</p>
<p> Unless it is accepted that international burden-sharing is
essential for a real global consensus, and unless more
countries accept that such burden-sharing is in their own best
interests, the chances for a successful summit in Rio de Janeiro
diminish.
</p>
<p> Still, Rio will be an important notch on the learning curve
of the human species, a curve that will bring sustainable
development to the top of the electoral agenda.
